INTRODUCTION
The Public Procurement Regulatory Authority (PPRA) is established under the Public Procurement and Asset Disposal Act (PPADA), 2015. Our mission is to promote fairness, equity, transparency, competition, and cost-effectiveness in Kenya’s public procurement sector. We achieve this through continuous monitoring, assessment, and review of the procurement and asset disposal systems to ensure sustainable national development.

TERMS OF EMPLOYMENT
- Officers at Grade PPRA 2 shall be engaged on contracts of up to five (5) years, renewable once, subject to performance and retirement age.
- Officers at Grade PPRA 3 shall be engaged on contracts of up to five (5) years, renewable, subject to performance and retirement age.
- Employees are required to serve in one Directorate, Department, or Region for a minimum of three (3) years before being considered for job rotation.
KEY RESPONSIBILITIES
While each role has specific responsibilities, the core duties for Directors and Deputy Directors will include:
- Developing and enforcing policies, guidelines, and compliance standards related to public procurement and asset disposal.
- Managing high-level investigations and audits to identify procurement irregularities and recommend appropriate actions.
- Coordinating capacity-building programs for procurement professionals in public institutions.
- Conducting risk assessments to enhance transparency and accountability in procurement practices.
- Advising the government on policy changes, ethical standards, and procurement reforms.
- Supervising teams, fostering leadership, and enhancing institutional efficiency.
REQUIRED QUALIFICATIONS AND SKILLS
Education and Experience:
- Bachelor’s degree in Law, Business Administration, Procurement, Finance, Public Administration, or a related field.
- Master’s degree (preferred) in any relevant discipline.
- Minimum 8-10 years of progressive experience in procurement compliance, legal advisory, regulatory affairs, finance, or public administration.
- Strong understanding of the Public Procurement and Asset Disposal Act (PPADA), 2015, and other relevant regulations.
Key Competencies:
- Expertise in policy formulation, strategic planning, and institutional governance.
- Strong leadership, investigative, and analytical skills.
- Ability to interpret procurement laws and offer legal guidance.
- Experience working with government institutions and regulatory bodies.
- Knowledge of risk assessment, quality control, and ethics in procurement.
- Ability to work independently and collaboratively in multi-functional teams.
