Position Summary

The Programs Manager will ensure the technical quality and strategic alignment of all RefuSHE programs. This role involves overseeing grant management, identifying areas for program improvement, and implementing strategies to enhance outcomes. The Programs Manager will lead a team of program heads, contribute to fundraising efforts, and ensure robust monitoring and evaluation practices are in place. This position is pivotal in ensuring that RefuSHE’s interventions are impactful and aligned with organizational goals.

Key Responsibilities

Program Design and Implementation

  • Lead the design and implementation of high-quality projects using established project management standards.
  • Collaborate with the Country Manager to prepare annual work plans, budgets, and procurement plans for all programs.
  • Ensure compliance with organizational and donor requirements during program implementation.
  • Identify and strengthen partnerships through appropriate tools and approaches.
  • Oversee all program operations and escalate challenges to the Country Manager.
  • Collaborate with the communications department to amplify program activities and enhance visibility.
  • Contribute to the design of organizational strategic frameworks, including resource mobilization strategies.

Program Management and Support

  • Ensure efficient functioning of all program operations, including organizing meetings and managing performance issues.
  • Coordinate program activities to achieve results as per monthly, quarterly, and annual work plans.
  • Monitor grant budgets regularly to ensure efficient implementation and address any issues proactively.
  • Work closely with support departments (finance, operations, HR) to ensure smooth delivery of logistical requirements.
  • Report deviations from agreed plans with actionable proposals for resolution.

Monitoring and Evaluation

  • Ensure regular monitoring of interventions and timely evaluations.
  • Support the Monitoring & Evaluation assistant in developing effective systems for data management.
  • Draft Terms of Reference for external evaluations in collaboration with the Monitoring & Evaluation assistant.

Risk Management

  • Oversee compliance with RefuSHE’s Child Protection Policy and address any related issues effectively.
  • Develop disaster preparedness plans in collaboration with program coordinators.
  • Identify and manage program risks through updated risk registers.

Donor Liaison and Reporting

  • Oversee the development of quality concept notes and proposals in collaboration with fundraising staff.
  • Ensure timely preparation of progress reports for donors, partners, and internal stakeholders.
  • Participate in donor meetings and support outreach efforts.

Staff Supervision and Coordination

  • Supervise program managers while providing coaching and mentorship for effective delivery of objectives.
  • Conduct performance appraisals for program managers as per organizational timelines.
  • Collaborate with HR on recruitment processes for new staff positions within the programs department.

Qualifications & Skills

Education

  • Bachelor’s degree in a relevant field (e.g., Development Studies, Sociology, Social Sciences).
  • Master’s degree preferred.

Experience

  • At least 5 years of professional experience in humanitarian or development sectors.
  • Minimum 3 years in a supervisory role.
  • Proven experience in program strategy development, proposal writing, reporting, and institutional donor fundraising.

Technical & Behavioral Skills

  • Strong understanding of humanitarian/development programming fundamentals (e.g., theories of change, M&E).
  • Experience managing grant funding with excellent knowledge of donor programming requirements.
  • Leadership skills to inspire teams while delegating effectively.
  • Proficiency in MS Office Suite.
  • Exceptional communication skills (verbal and written) in English.
  • Ability to work under pressure in multicultural environments.
