INTRODUCTION

The Secretariat is responsible for advancing Kenya’s participation in the African Union Development Agency (AUDA-NEPAD) programmes at the national, regional, and continental levels.

ABOUT NEPAD/APRM KENYA SECRETARIAT
The NEPAD/APRM Kenya Secretariat is mandated to coordinate Kenya’s engagement with the New Partnership for Africa’s Development (NEPAD) and the African Peer Review Mechanism (APRM). The Secretariat aligns national development goals with continental programmes to promote sustainable economic growth, good governance, and regional cooperation. Through effective policy advocacy, programme management, and stakeholder engagement, the Secretariat contributes significantly to Kenya’s socio-economic advancement.
KEY RESPONSIBILITIES
1. Deputy Director, NEPAD Programmes (NEP: 3) – One (1) Post
Terms of Service: Three-Year Renewable Contract
Duties and Responsibilities:
- Develop a comprehensive Monitoring & Evaluation (M&E) Framework for NEPAD programmes.
- Ensure timely periodic reporting on the implementation of African Union (AU) programmes through detailed M&E reports.
- Analyse the impact of NEPAD programmes on Kenya’s government policies and development agenda.
- Supervise the collection, collation, and analysis of data for programme evaluation.
- Review and execute robust resource mobilization strategies to support NEPAD initiatives.
- Participate in the review of donor engagement strategies related to NEPAD programmes.
- Engage research institutions on relevant topical issues to inform policy and programme implementation.
- Review position papers, policy briefs, and reports on NEPAD national, regional, and continental programmes.
- Coordinate the development and execution of annual and individual work plans and budget allocations for the Directorate.
Requirements for Appointment:
- Served in the grade of Senior Programme Officer in the Secretariat or in a comparable position in the Public Service for a minimum period of three (3) years OR in the private sector for a minimum of twelve (12) years, with at least five (5) years served in a management position.
- Bachelor’s Degree in any of the following disciplines: Economics, Economics and Sociology, Finance, Statistics, Economics and Mathematics, Economics and Statistics, Social Science, Development Studies, International Relations and Diplomacy, or any other relevant qualification from a recognized institution.
- Master’s Degree in any of the above-listed disciplines.
- Certificate in Strategic Leadership Development Course (minimum six weeks) from a recognized institution (applicable to external applicants).
- Demonstrable computer literacy.
- Proven merit and ability as reflected in past work performance and results.
- Compliance with the requirements of Chapter Six (6) of the Constitution of Kenya on leadership and integrity.
2. Programme Officer II, NEPAD Programmes (NEP: 6) – One (1) Post
Terms of Service: Three-Year Renewable Contract
Duties and Responsibilities:
- Support policy advocacy efforts related to AUDA-NEPAD programmes at national, regional, and continental levels.
- Assist in engaging Ministries, Departments, Agencies, and Counties (MDA&Cs) on the implementation of AUDA-NEPAD programmes.
- Support knowledge management and networking systems essential for programme design, evaluation, and policy development.
- Assist in monitoring and evaluation activities on the implementation of AUDA-NEPAD programmes within Kenya and the Eastern Africa region, including preparation of M&E reports.
- Participate in the implementation and execution of departmental and individual work plans.
- Support the collection and analysis of data on policy issues relevant to AUDA-NEPAD programmes at various governance levels.
Requirements for Appointment:
- Bachelor’s Degree in any discipline from a recognized institution.
- Demonstrable computer literacy.
3. Corporate Services Officer III, NEPAD Programmes (NEP: 7) – One (1) Post
Terms of Service: Three-Year Renewable Contract
Duties and Responsibilities:
- Follow up on payments related to all outsourced services.
- Update the inventory records of the Secretariat’s assets, including vehicles, office equipment, and furniture.
- Assist in supervising outsourced office services, office repairs, partitioning, and fittings.
- Monitor and report on the renewal of lease agreements for office space.
- Assist in the renewal and management of general insurance covers, including those for vehicles, buildings, and equipment.
- Support efficient office space allocation and usage.
- Assist in the issuance and recording of vehicle work tickets.
- Prepare and update repair and maintenance schedules and logs for Secretariat vehicles, office furniture, and office premises.
- Assist in coordinating official travel arrangements.
Requirements for Appointment:
- Diploma in Social Sciences or equivalent qualification from a recognized institution.
- Demonstrable computer literacy.
REMUNERATION AND BENEFITS
The positions attract allowances as applicable, including:
- House Allowance

All allowances are payable as per government regulations where applicable.
CHAPTER SIX (6) COMPLIANCE REQUIREMENTS
All shortlisted candidates will be required to provide valid clearance documents under the provisions of Chapter Six (6) of the Constitution of Kenya (2010), including:
- Certificate of Good Conduct from the Directorate of Criminal Investigations (DCI).
- Tax Compliance Certificate from Kenya Revenue Authority (KRA).
- Clearance Certificate from Higher Education Loans Board (HELB) for university graduates.
- Clearance from Ethics and Anti-Corruption Commission (EACC).
- Credit Reference Bureau (CRB) clearance report.
