KEY RESPONSIBILITIES

Vacancy 1: Senior Manager – National Statistical System

The Senior Manager, National Statistical System (NSS), will provide strategic oversight and institutional leadership for the national coordination of all statistical activities across government entities, in line with the Bureau’s legal mandate. This is a high-level policy advisory and coordination role requiring excellent analytical, consultative, and stakeholder engagement skills.

Key duties and responsibilities include:

  • Lead the coordination and integration of statistical functions across the National Statistical System, including government ministries, county governments, and public institutions.

  • Develop strategic frameworks, policies, and instruments for the governance and interoperability of statistical production and dissemination across the public sector.

  • Facilitate statistical capacity building, including training and certification programs for government statisticians and data users.

  • Oversee harmonization of statistical standards, methodologies, classifications, and metadata, ensuring consistency with international best practices (e.g., UN Fundamental Principles of Official Statistics).

  • Represent KNBS in inter-agency and international forums, including regional statistical committees, SDG monitoring bodies, and global partnerships for sustainable development data.

  • Monitor and evaluate statistical programs, advising KNBS senior management on gaps, risks, and performance trends across sectors.

  • Engage with development partners, academia, and think tanks to enhance collaboration and resource mobilization for statistics.

  • Supervise a team of technical and professional officers, setting performance targets and facilitating continuous learning.

Vacancy 2: Manager – Human Resource Development

The Manager, Human Resource Development (HRD), will be responsible for the strategic planning, execution, and evaluation of all learning and development initiatives at KNBS. The role aims to foster a high-performance workforce aligned with the Bureau’s institutional goals.

Key duties and responsibilities include:

  • Design and implement the KNBS Human Resource Development Strategy, in line with the Human Resource Management Policy and Public Service Guidelines.

  • Conduct Training Needs Assessments (TNA) and align capacity-building efforts with the Bureau’s operational priorities and national development plans.

  • Coordinate staff training programs, workshops, leadership development modules, and knowledge-sharing events across departments.

  • Manage career development frameworks, succession planning, talent pipelines, and onboarding initiatives.

  • Oversee employee performance management systems, ensuring clear metrics, transparency, and linkage to rewards and recognition.

  • Build partnerships with learning institutions, training consultants, and e-learning providers to deliver blended learning solutions.

  • Monitor training budgets, ensuring prudent resource utilization and alignment with procurement procedures.

  • Advise on staff welfare programs, employee assistance interventions, and wellness promotion activities.

QUALIFICATIONS AND SKILLS

Senior Manager – National Statistical System

  • A Master’s degree in Statistics, Economics, Mathematics, or a related quantitative discipline from a recognized university.

  • A minimum of 10 years of professional experience, five (5) of which must be in senior-level statistical coordination, public sector leadership, or national policy development.

  • Comprehensive understanding of statistical laws, national data ecosystems, and public administration frameworks in Kenya.

  • Strong familiarity with international statistical systems including the UN, World Bank, and African Union statistical bodies.

  • Proven ability to coordinate multi-agency programs, write policy documents, and lead technical teams.

  • Excellent stakeholder engagement, negotiation, and analytical skills.

  • Demonstrated integrity, innovation, and ability to work independently and collaboratively.

Manager – Human Resource Development

  • Bachelor’s degree in Human Resource Management, Public Administration, Education, or Organizational Development. A Master’s degree is an added advantage.

  • A minimum of 7 years of relevant HR experience, including 3 years in a supervisory or managerial role in training and development.

  • Must be a Certified Human Resource Professional (CHRP-K) or equivalent.

  • Experience in public sector HR frameworks, performance contracting, and e-learning systems.

  • Exceptional organizational, facilitation, and communication skills.

  • Strong understanding of Labour Laws, HRD Policies, and civil service performance systems.

  • Proficient in MS Office Suite, HRMIS platforms, and virtual learning environments.
