INTRODUCTION
The National Government Affirmative Action Fund (NGAAF), established under the Public Finance Management Act (No. 18 of 2012), plays a critical role in championing inclusive development for women, youth, persons with disabilities, and marginalized communities in Kenya.
To support its expanding mandate, NGAAF invites applications from qualified, experienced, and motivated individuals to fill six (6) strategic and operational positions. These roles are offered on three-year renewable contracts subject to satisfactory performance.

NGAAF is a semi-autonomous government agency under the Ministry of Public Service, Gender, and Affirmative Action. The Fund’s primary objective is to provide financial support to community-driven projects targeting vulnerable populations. Since its establishment, NGAAF has supported thousands of beneficiaries through capacity building, resource mobilization, and affirmative financial assistance.

SUMMARY OF DUTIES & RESPONSIBILITIES
1. Director – Corporate Services
As the highest-ranking officer in the corporate department, the Director will oversee strategic planning, HR management, procurement, finance, and administration.
Key Responsibilities:
-
Lead, coordinate, and evaluate Corporate Services functions
-
Guide organizational planning and compliance
-
Manage performance appraisals across departments
-
Serve as a key advisor to the CEO on administrative matters
-
Liaise with government agencies and ensure statutory compliance
Qualifications:
-
Master’s Degree in Business, Finance, or Human Resource
-
10+ years of administrative/managerial experience, 5 at senior level
-
CPS(K) or CPA(K) is an added advantage
2. Principal Internal Auditor and Risk Assurance
This role supports NGAAF’s risk management and internal control framework.
Key Responsibilities:
-
Conduct internal audits across programs and finance
-
Develop risk matrices and mitigation frameworks
-
Draft audit reports with actionable recommendations
-
Ensure adherence to PFM and donor reporting guidelines
Qualifications:
-
CPA(K) or CIA, Bachelor’s in Finance or Accounting
-
6+ years audit experience, preferably in public sector
-
ICT proficiency in audit software
3. Principal Legal Officer
This position provides legal support and ensures NGAAF remains compliant with the Constitution, laws, and regulations.
Key Responsibilities:
-
Draft contracts, MoUs, and service agreements
-
Represent NGAAF in legal proceedings
-
Advise on legal risk, governance, and litigation
-
Handle disciplinary and labor matters
Qualifications:
-
Bachelor of Laws (LLB), Postgraduate Diploma in Law
-
Advocate of the High Court of Kenya
-
5+ years of legal advisory work in public or donor-funded institutions
4. Principal ICT Officer
This role leads ICT strategy, system security, data governance, and digital transformation.
Key Responsibilities:
-
Manage ICT infrastructure and software upgrades
-
Ensure cybersecurity protocols are enforced
-
Support database management and digital records
-
Train staff in digital tools and emerging technologies
Qualifications:
-
Degree in Computer Science, ICT, or related field
-
5+ years in IT administration, preferably in government
-
Certifications in cybersecurity, networking, or database systems
5. Programme Officers
The Programme Officers will assist in planning, implementing, and evaluating NGAAF-supported community projects.
Key Responsibilities:
-
Support program development in the counties
-
Collect data and write beneficiary impact reports
-
Coordinate with women/youth groups and PWD organizations
-
Conduct monitoring visits and stakeholder engagements
Qualifications:
-
Degree in Social Sciences, Project Management, or Gender Studies
-
3+ years’ experience in community-based programming
-
Field mobility and strong interpersonal skills required
6. Drivers
This role ensures safe and timely transport of staff, goods, and documents.
Key Responsibilities:
-
Operate official NGAAF vehicles as per schedule
-
Maintain vehicle logs and service records
-
Follow security and road safety procedures
-
Support logistics during outreach or donor field missions
Qualifications:
-
KCSE Certificate
-
Valid driving license (BCE), plus a Certificate of Good Conduct
-
5+ years’ experience as a professional driver in a government or NGO setting
