Key Responsibilities
As a Monitoring & Evaluation Officer 2, you will:
Development and Management of M&E Systems
- Design, implement, and maintain comprehensive Monitoring & Evaluation (M&E) systems, including performance indicators, milestones, and baseline conditions.
- Develop and manage data collection tools, ensuring user-friendly designs for effective field data collection.
Data Analysis and Reporting
- Perform in-depth data analysis to generate actionable insights and inform project implementation.
- Create interactive dashboards using Power BI for data visualization, including infographics that track trends and progress.
- Prepare monthly, quarterly, and annual progress reports to update stakeholders on project achievements.
Database and Quality Management
- Design and maintain secure, efficient databases and data systems to uphold data integrity and accuracy.
- Conduct Data Quality Assessments (DQA), including site visits, interviews, and data validation.
- Develop mitigation strategies to address identified data quality gaps.
Capacity Building
- Train project staff and partners on best practices in M&E tools and methodologies.
- Support sub-grantees in aligning their data collection and reporting practices with project objectives.
Field Monitoring and Stakeholder Collaboration
- Conduct frequent field visits to project target counties, ensuring the accuracy of data reported by sub-grantees.
- Collaborate with county governments, grantees, and stakeholders to align work plans and indicators.
Technical Support and Other Duties
- Provide real-time data insights and on-demand reports to RTI and USAID.
- Undertake additional responsibilities as assigned by the Senior MEL Specialist.
Qualifications and Skills
Required Qualifications
- Master’s degree with 2 years of relevant experience OR Bachelor’s degree with 5 years of experience in Statistics, Public Health, Project Management, or a related field.
- Hands-on experience in sanitation and menstrual hygiene programs.
- Strong knowledge of M&E frameworks and tools.
- Proficiency in programming languages such as Python, R, or SQL (preferred).
Technical Skills
- Expertise in Microsoft Office Suite, including Word and Excel.
- Proficiency in designing mobile data collection tools (e.g., Kobocollect, ODK, mWater).
- Skilled in data visualization tools such as Power BI and Tableau.
Soft Skills
- Exceptional communication and reporting skills.
- Ability to work independently and collaboratively.
- Strong multitasking abilities and attention to detail.
- Problem-solving mindset and analytical thinking.
