As a Monitoring Evaluation and Learning (MEL) Officer, you will play a pivotal role in ensuring that critical programs deliver measurable and meaningful outcomes. This position is based in Nairobi with frequent travel to project sites, and you’ll be working in collaboration with dynamic teams to drive impactful change. Key Responsibilities

As a Monitoring Evaluation and Learning (MEL) Officer, you will:

  • Support Conflict-Sensitive Approaches: Collaborate with the MEL Lead to ensure all Monitoring and Evaluation (M&E) activities adhere to Conflict Sensitivity, Do No Harm, and Gender Equality and Social Inclusion (GESI) strategies.
  • Conduct Monitoring Activities: Work closely with field teams and local organizations to execute project monitoring visits, assessments, and research.
  • Develop and Implement MEL Systems: Contribute to the creation of user-friendly reporting structures and templates to support quarterly reporting and learning products.
  • Train and Build Capacity: Provide tailored MEL training for downstream partners, including research methods, reporting requirements, and data collection tools.
  • Oversee Data Collection: Develop plans for data collection, translate tools into Swahili and Somali, and ensure their effective deployment.
  • Conduct GESI Assessments: Partner with GESI advisors to facilitate sector-specific self-assessments for all partners.
  • Perform Field Assessments: Lead baseline, mid-term, and end-line surveys, ensuring high-quality qualitative and quantitative data collection, cleaning, and analysis.
  • Host Learning Events: Facilitate field-level events to document and disseminate lessons learned.
  • Ensure Data Quality: Conduct internal audits to ensure reported indicators are backed by verified sources.
  • Community Engagement: Design and manage feedback mechanisms to capture stakeholder and community input effectively.

Qualifications and Skills

Essential Qualifications

  • Education: A bachelor’s degree in Social Sciences, Economics, Statistics, or Information Management Sciences.
  • Experience: At least 4 years in MEL roles within peacebuilding, stabilization, or development fields.
  • Technical Expertise: Proven skills in M&E with a strong background in both qualitative and quantitative analysis.
  • Technological Proficiency: Advanced use of software like Excel, Access, SPSS, STATA, and mobile data collection tools like Kobo.
  • Language Skills: Fluency in English and Swahili is essential; Somali language proficiency is a significant advantage.
  • Fieldwork Experience: Demonstrated ability to work in conflict-prone cross-border areas.

Preferred Skills

  • Expertise in GESI monitoring and evaluation.
  • Experience in conducting capacity-building training for local partners.
  • Strong interpersonal skills and ability to meet tight deadlines under pressure.
