INTRODUCTION

The Northern Corridor Transit and Transport Coordination Authority (NCTTCA), a leading regional intergovernmental organization comprising six Member States—Burundi, DR Congo, Kenya, Rwanda, South Sudan, and Uganda—is recruiting a Deputy Director of Transport Policy and Planning to be based at its Permanent Secretariat in Mombasa, Kenya.

The Northern Corridor Transit and Transport Coordination Authority (NCTTCA) is a key institution that facilitates regional cooperation and infrastructure development across six East and Central African countries. It monitors and enhances the performance of the Northern Corridor—a vital trade and transport route for landlocked countries in the region.

The Authority plays a transformative role by promoting integrated policy planning, investment in multimodal infrastructure, and harmonization of cross-border trade regulations. Its headquarters in Mombasa positions it at the strategic heart of East Africa’s maritime and land-based logistics ecosystem.

JOB PURPOSE

The Deputy Director, Transport Policy and Planning is responsible for assisting the Director in overseeing all technical and administrative functions related to transport policy, planning, and corridor performance monitoring.

This role will involve close engagement with key stakeholders across the Member States, data analysis, regulatory harmonization, policy reviews, field assessments, and inter-agency coordination to promote seamless transport systems along the Northern Corridor.

KEY DUTIES AND RESPONSIBILITIES

1. Transport Observatory and Data Management

  • Support the development and continuous improvement of the Northern Corridor Transport Observatory
  • Oversee the collection, management, and analysis of corridor transport data, including traffic volumes, axle loads, customs performance, and accident statistics
  • Ensure regular data inputs from partner agencies and member states
  • Maintain a real-time transport database and generate analytical reports for policy decision-making

2. Policy Development and Harmonization

  • Assist in the review of transport policies and regulations across member states
  • Identify areas for harmonization to enable multimodal interoperability
  • Facilitate the alignment of corridor regulations with international and regional standards (e.g., EAC, COMESA, AU)

3. Cost Monitoring and Efficiency Improvement

  • Evaluate and monitor transport costs along the Northern Corridor in comparison to other regional corridors
  • Recommend strategies to reduce transport costs for both passengers and freight
  • Highlight non-physical barriers that hinder movement and propose mitigation mechanisms

4. Field Surveys and Technical Analysis

  • Design and conduct field surveys to fill data gaps and validate observatory findings
  • Supervise ad hoc research studies related to infrastructure use, trade volumes, and operational bottlenecks
  • Interpret data patterns and generate technical briefs for internal and stakeholder use

5. Interagency Coordination and Committee Engagement

  • Organize and participate in Technical Committee Meetings for the Transport Policy and Planning Program
  • Prepare working documents, briefs, presentations, and reports
  • Engage with stakeholders including customs agencies, transport regulators, logistics firms, and regional bodies

6. Reporting and Program Support

  • Compile activity reports, project updates, and strategic inputs to assist the Director in program evaluation and budget planning
  • Handle special assignments or delegated duties within the Directorate of Transport Policy and Planning

7. General Advisory and Support Functions

  • Advise the Secretariat on best practices in corridor performance management
  • Provide technical support to regional integration initiatives
  • Contribute to cross-functional activities and organizational strategy development as needed

QUALIFICATIONS AND EXPERIENCE

Minimum Academic Qualifications:

  • Bachelor’s Degree in Economics, Statistics, or a closely related field from a recognized university

Preferred:

  • Master’s Degree in Transport Economics, Data Science, Statistics, or Transport Policy is a distinct advantage

Professional and Technical Requirements:

  • Minimum of 10 years’ cumulative work experience, with at least 5 years in the transport sector
  • Strong data analysis and transport policy expertise
  • Proficiency in using data modeling tools and statistical packages (e.g., SPSS, STATA)
  • Excellent knowledge of MS Office Suite, particularly Excel and Access
  • Strong intercultural communication, interpersonal, and organizational skills

  • Contract terms are 4 years, renewable only twice
