INTRODUCTION

Tourism Fund (TF) is a State Corporation established under the Tourism Act, 2011 with a mandate to mobilize and manage resources for the development of a sustainable tourism sector in Kenya. As the agency responsible for channeling funds into tourism training, infrastructure development, and capacity building, TF plays a crucial role in Kenya’s national development agenda.

To strengthen its leadership team and enhance operational efficiency, Tourism Fund is seeking to recruit six highly qualified and visionary professionals for various Deputy Director positions. These positions are ideal for mid-to-senior level professionals with deep expertise in public administration, governance, and strategic leadership.

AVAILABLE VACANCIES

1. Deputy Director, Human Resource Management & Administration

Reports To: Director, Corporate Services

Key Role:

  • Spearhead development and implementation of human capital strategies aligned with the Fund’s strategic goals
  • Lead talent acquisition, staff performance appraisals, training and development
  • Ensure legal compliance in HR operations, handle employee relations and oversee administrative functions

Ideal Candidate:

  • Holder of a Bachelor’s degree in HRM, Business Administration, or equivalent
  • At least 10 years’ progressive experience in HR leadership
  • Certified Human Resource Professional (CHRP-K) or equivalent
  • Proficient in HRIS and public service HR practices

2. Deputy Director, Information Communication Technology (ICT)

Reports To: Director, Corporate Services

Key Role:

  • Oversee ICT policy formulation, systems development, cyber security, and IT infrastructure upgrades
  • Champion digital transformation within the Fund, including automation and cloud solutions
  • Ensure compliance with data privacy regulations and ICT governance frameworks

Ideal Candidate:

  • Degree in Computer Science, IT, or related discipline
  • Minimum of 10 years’ ICT experience with 5 in senior ICT management
  • Professional certifications such as Cisco, Microsoft, or ISACA are an added advantage
  • Experience in managing enterprise systems and cybersecurity

3. Deputy Director, Finance and Accounts

Reports To: Director, Corporate Services

Key Role:

  • Provide leadership in financial planning, management, and reporting
  • Ensure compliance with Public Finance Management Act, IFRS, IPSAS, and auditing standards
  • Guide the preparation of budgets, audit responses, and investment strategies

Ideal Candidate:

  • Bachelor’s in Finance, Accounting, Economics, or related field
  • CPA-K or equivalent and registered with ICPAK
  • At least 10 years’ relevant financial management experience, with 5 years at senior level

4. Deputy Director, Legal Services and Board Coordination

Reports To: Corporation Secretary and Director, Legal Services

Key Role:

  • Provide legal guidance to the Fund on compliance, litigation, procurement, and governance
  • Act as liaison for Board affairs, ensuring smooth execution of Board decisions and minutes
  • Draft legal instruments and offer risk advisory to management

Ideal Candidate:

  • Degree in Law (LLB), Advocate of the High Court of Kenya
  • CPS(K) qualification and membership in LSK is required
  • 10 years of post-admission legal experience with proven board management exposure

5. Deputy Director, Resource Mobilization and Partnerships

Reports To: Director, Resource Mobilization and Capacity Building

Key Role:

  • Lead the Fund’s external resource mobilization agenda from government, development partners, and private sector
  • Design donor engagement strategies and prepare concept notes/proposals
  • Build strategic alliances with stakeholders in tourism, finance, and academia

Ideal Candidate:

  • Degree in Project Management, Development Studies, or related field
  • Minimum of 10 years’ experience in fundraising, donor relations, or program management
  • Proven track record in public-private partnerships and grant acquisition

6. Deputy Director, Quality Management System & Risk Management Coordination

Reports To: Director, Corporate Planning and Strategy

Key Role:

  • Institutionalize ISO 9001:2015 QMS across the Fund’s departments
  • Develop and maintain a robust risk management framework and internal controls
  • Monitor compliance and support business continuity planning

Ideal Candidate:

  • Bachelor’s degree in Quality Assurance, Strategic Management, Risk Management or equivalent
  • Minimum of 10 years’ experience in QMS implementation or enterprise risk
  • ISO Lead Auditor certification is an advantage

GENERAL QUALIFICATIONS AND SKILLS FOR ALL POSITIONS

  • Strategic and results-oriented mindset
  • Excellent leadership and people management skills
  • High integrity and adherence to ethical standards
  • Solid knowledge of Kenyan public service policies and sector-specific regulations
  • Strong report writing, presentation, and stakeholder engagement capabilities
  • Computer literacy and familiarity with relevant software in respective departments

MANDATORY CLEARANCE REQUIREMENTS FOR SUCCESSFUL CANDIDATES

  • Certificate of Good Conduct from DCI
  • Clearance from Ethics and Anti-Corruption Commission (EACC)
  • Higher Education Loans Board (HELB) compliance certificate
  • Kenya Revenue Authority (KRA) Tax Compliance Certificate
  • Credit Reference Bureau (CRB) clearance

TERMS OF SERVICE AND CONTRACT

  • Positions in Grade TF 3 are offered on five (5) year renewable contracts, subject to satisfactory performance

  • Work location will primarily be at Tourism Fund Headquarters in Nairobi
