INTRODUCTION
The County Government of Machakos invites applications from qualified, experienced, and visionary individuals for the position of Deputy Director Administration. The successful candidate will support the operationalization of public administration policies, infrastructure maintenance, service delivery initiatives, and citizen participation at the county level.
This high-impact leadership role demands professionalism, ethical governance, and proven administrative experience in the public sector. The role reports directly to senior county leadership and contributes significantly to county development priorities.
KEY DUTIES AND RESPONSIBILITIES
Administrative Leadership and Oversight
- Implement and review county administrative policies, strategies, procedures, and programmes
- Manage and supervise general administrative services within the county
- Ensure compliance with legal, statutory, and regulatory requirements in the area of jurisdiction
Public Service and Resource Management
- Lead the implementation of public service reforms to improve service delivery
- Facilitate mobilization and prudent utilization of county resources
- Plan and coordinate county office accommodation and infrastructure maintenance
- Oversee management and safe custody of government assets in the county
Citizen Engagement and Governance
- Promote and facilitate citizen participation in the development of policies and delivery of services
- Strengthen community involvement in administrative and developmental activities across the jurisdiction
Service Delivery and Performance Monitoring
- Drive service delivery improvements within the assigned area
- Support performance tracking, reporting, and policy implementation at the devolved unit level
- Provide leadership in coordinating inter-departmental county functions
QUALIFICATIONS AND REQUIREMENTS
Minimum Qualifications
- A Bachelor’s degree in Public Administration, Business Administration/Management, Community Development, or other relevant Social Science from a recognized institution
- A Master’s degree in the above disciplines from a recognized institution
- A Diploma in Advanced Public Administration or equivalent qualification from a recognized institution
Professional and Technical Requirements
- Minimum of 15 years of public service experience
- Certificate in Computer Application Skills from a recognized institution
- Compliance with Chapter Six of the Constitution of Kenya, including clearance from all relevant agencies
PERSONAL ATTRIBUTES
- Proven administrative and leadership skills in a structured public institution
- Demonstrated experience in policy formulation, resource mobilization, and governance
- High integrity, ethical conduct, and commitment to public service
- Effective communication, team coordination, and stakeholder management capabilities
