ABOUT THE OFFICE OF THE REGISTRAR OF POLITICAL PARTIES (ORPP)

The Office of the Registrar of Political Parties (ORPP) is a State Office established under the Political Parties Act, Cap. 7D, tasked with registering, regulating, and funding political parties. The ORPP is committed to transparency, democratic governance, and fair political participation.

KEY RESPONSIBILITIES

1. Compliance Officer (2 Positions)

  • Implement policies and strategies for political party compliance and regulation.
  • Conduct research and track adherence to the Political Parties Act.
  • Investigate complaints, recommend sanctions, and draft legal correspondence.
  • Monitor political party nominations and campaigns.
  • Ensure compliance with legal provisions and submission of necessary statutory documentation.
  • Work closely with stakeholders to enhance adherence to political party laws.
  • Participate in sensitization programs to educate parties on compliance requirements.
  • Analyze reports on compliance trends and propose necessary interventions.

2. Registration Officer (1 Position)

  • Process provisional and full registration of political parties.
  • Maintain records of political parties and verify compliance at regional levels.
  • Provide guidance on coalitions, mergers, and political party regulations.
  • Review applications for registration and ensure they meet legal standards.
  • Monitor and inspect political party offices to verify compliance.
  • Offer legal and procedural advice to political parties on registration matters.

3. Corporate Communication Officer (1 Position)

  • Implement corporate communication and brand management strategies.
  • Prepare press reports, corporate materials, and stakeholder engagement content.
  • Handle media monitoring and online communication for ORPP.
  • Coordinate internal communication and ensure dissemination of critical information.
  • Develop content for newsletters, brochures, and public awareness materials.
  • Engage with media houses to enhance ORPP’s visibility and reputation.

4. Supply Chain Management Assistant (1 Position)

  • Implement procurement policies under the Public Procurement and Asset Disposal Act (PPADA), 2015.
  • Maintain inventory, stock control, and procurement documentation.
  • Ensure proper distribution and security of supplies within ORPP.
  • Verify deliveries against purchase orders and ensure quality control.
  • Maintain supplier relationships and ensure compliance with procurement regulations.

5. Clerical Officer (2 Positions)

  • Conduct file management, data entry, and office administration.
  • Maintain and update official records and registry documentation.
  • Offer clerical support and assist in file movement tracking.
  • Organize office records to enhance efficiency and accessibility.
  • Ensure timely filing and retrieval of key organizational documents.

6. Driver (1 Position)

  • Drive assigned motor vehicles while ensuring passenger and vehicle safety.
  • Conduct routine vehicle checks and report defects.
  • Maintain official work tickets and ensure road safety compliance.
  • Ensure proper maintenance and cleanliness of assigned vehicles.
  • Adhere to travel schedules and security protocols during official assignments.

7. Office Assistant (1 Position)

  • Maintain office cleanliness and general organization.
  • Provide messenger and catering services for the office.
  • Handle record dispatch, waste management, and clerical errands.
  • Assist in maintaining office supplies and ensuring efficient office operations.
  • Perform minor office maintenance duties as required.

QUALIFICATIONS AND SKILLS

  • Relevant Bachelor’s Degree or Diploma (as specified per role).
  • Proficiency in Computer Applications.
  • Compliance with Chapter Six of the Constitution, including:
    • Certificate of Good Conduct (DCI)
    • Clearance from HELB, KRA, EACC, and CRB
