INTRODUCTION

The Geothermal Development Company (GDC) is a fully government-owned company established under the State Corporations Act. It is mandated to spearhead the development of geothermal resources in Kenya in line with Vision 2030 and the national target of achieving universal access to clean, affordable, and reliable energy.

As a dynamic and mission-driven institution, GDC is seeking to strengthen its technical, operational, and governance capacity by recruiting qualified, experienced, and visionary professionals into fifteen senior-level roles. These roles will be instrumental in accelerating geothermal development in the country and contributing to the realization of Kenya’s clean energy transformation.

Successful candidates will serve under renewable contracts and will be expected to demonstrate innovation, ethical leadership, strategic thinking, and outstanding execution capacity in their respective domains.

ABOUT GEOTHERMAL DEVELOPMENT COMPANY (GDC)

The Geothermal Development Company (GDC) was incorporated in 2008 as a special purpose vehicle under the Ministry of Energy. The Company’s core mandate is to develop geothermal resources for power generation and direct-use applications. GDC reduces investment risks for Independent Power Producers (IPPs) by handling upfront drilling and steam development.

GDC operates across several geothermal fields, including:

  • Olkaria (Naivasha)

  • Menengai (Nakuru)

  • Baringo–Silali (Rift Valley)

  • Suswa (Narok)

With an estimated national geothermal potential of over 10,000 MW, GDC’s operations are fundamental to meeting Kenya’s climate goals, reducing fossil fuel dependence, and catalyzing green industrialization.

KEY RESPONSIBILITIES

1. Company Secretary & General Manager – Legal Services

Ref: REF: GDC/CEO/01/2025

  • Advise the Board and Management on legal, governance, and statutory obligations.

  • Serve as the official Secretary to the Board of Directors, ensuring compliance with relevant laws and governance best practices.

  • Draft and vet contracts, MoUs, agreements, and legal documents.

  • Ensure statutory filings and maintenance of Board records.

  • Represent the Company in legal proceedings and handle matters of litigation and arbitration.

  • Promote a culture of compliance, corporate ethics, and legal awareness within GDC.

2. General Manager – Drilling & Infrastructure Development

Ref: GDC/CEO/02/2025

  • Lead geothermal drilling operations, rig management, and site infrastructure planning.

  • Oversee engineering, maintenance, and civil works related to well pad construction and access roads.

  • Supervise field technical teams and coordinate inter-departmental project execution.

  • Enforce Health, Safety, and Environment (HSE) protocols and compliance.

  • Prepare operational budgets, monitor expenditures, and guide performance reviews.

3. General Manager – Business Development

Ref: GDC/CEO/03/2025

  • Develop and implement GDC’s commercialization and investor engagement strategies.

  • Manage stakeholder relations with IPPs, donor agencies, and financial institutions.

  • Coordinate feasibility studies, PPP models, and joint ventures.

  • Monitor market trends and advise on potential growth areas including direct-use geothermal (greenhouses, spas, etc.).

  • Drive internal revenue generation and business diversification initiatives.

4. General Manager – Internal Audit and Risk Assurance

Ref: GDC/CEO/04/2025

  • Head the internal audit and risk assurance function.

  • Design and implement risk-based audit plans to evaluate GDC’s systems, operations, and internal controls.

  • Ensure adherence to statutory obligations, including the Public Finance Management Act.

  • Lead fraud investigations, governance assessments, and operational reviews.

  • Report directly to the Audit Committee of the Board and recommend improvements.

5. Manager – Legal Services

Ref: GDC/HRP/01/2025

  • Provide legal support to the Legal Services Division.

  • Draft legal opinions, agreements, policies, and internal circulars.

  • Represent the Company in court and arbitration forums.

  • Maintain legal records and assist in managing external counsel.

  • Support legal due diligence for project financing and procurement contracts.

6. Manager – Geothermal Resource Management

Ref: GDC/HRP/02/2025

  • Manage geothermal reservoir monitoring, data acquisition, and production forecasting.

  • Oversee data analysis and geothermal field modelling.

  • Lead well testing programs and compile reservoir performance reports.

  • Support sustainable exploitation of steam fields in line with environmental standards.

7. Manager – Geothermal Resource Assessment

Ref: GDC/HRP/03/2025

  • Conduct surface exploration (geological, geophysical, and geochemical surveys).

  • Recommend drilling locations based on geoscientific interpretations.

  • Produce geothermal potential maps and technical reports.

  • Coordinate with drilling engineers and reservoir modelers for integrated assessments.

8. Manager – Administration & Property Management

Ref: GDC/HRP/04/2025

  • Manage facilities, transport, logistics, hospitality, and office operations.

  • Ensure optimal utilization and maintenance of Company buildings and assets.

  • Supervise security, cleaning, and support staff.

  • Maintain property records and enforce workplace safety standards.

9. Manager – ICT

Ref: GDC/HRP/05/2025

  • Design and implement ICT strategies, systems, and cybersecurity frameworks.

  • Oversee ERP administration, ICT infrastructure, and digital innovation projects.

  • Ensure compliance with the Data Protection Act and ICT procurement regulations.

  • Lead ICT capacity building and support services.

10. Manager – Financial Accounting

Ref: GDC/HRP/06/2025

  • Oversee preparation of financial statements in compliance with IFRS.

  • Maintain the general ledger and ensure accurate recording of transactions.

  • Coordinate internal and external audits.

  • Ensure timely statutory filings (PAYE, VAT, NHIF, etc.).

11. Manager – Management Accounting

Ref: GDC/HRP/07/2025

  • Lead budget formulation, monitoring, and control.

  • Conduct variance analysis and cost optimization reviews.

  • Prepare management reports, cash flow forecasts, and decision-support analytics.

  • Advise departments on financial planning and accountability.

12. Manager – Community Relations

Ref: GDC/HRP/08/2025

  • Develop and implement community engagement and Corporate Social Responsibility (CSR) strategies.

  • Manage stakeholder forums and conflict resolution initiatives.

  • Monitor community development projects and social impact assessments.

  • Build sustainable relationships with host communities, NGOs, and county officials.

13. Manager – Corporate Protective Services

Ref: GDC/HRP/09/2025

  • Manage physical security, investigations, surveillance, and incident response.

  • Develop risk registers and enforce protective infrastructure protocols.

  • Liaise with national security agencies for compliance and coordination.

  • Develop business continuity and emergency response plans.

14. Manager – Supply Chain Management

Ref: GDC/HRP/10/2025

  • Oversee procurement planning, tendering, contracts, and logistics.

  • Ensure compliance with the Public Procurement and Asset Disposal Act.

  • Maintain vendor databases and supplier performance systems.

  • Implement supply chain risk mitigation frameworks.

15. Manager – Corporate Planning and Performance Management

Ref: GDC/HRP/11/2025

  • Lead strategic planning, performance contracting, and institutional reporting.

  • Monitor implementation of ISO standards and policy evaluation mechanisms.

  • Guide departmental work planning and results-based management.

  • Prepare quarterly and annual corporate performance reports.

QUALIFICATIONS AND SKILLS

For General Managers (Positions 1–4):

  • Master’s degree in relevant field (e.g. Law, Engineering, Finance, ICT, Energy).

  • Bachelor’s degree in the relevant area.

  • Professional certification and active membership to recognized professional bodies.

  • At least 12 years’ experience, 6 of which must be at a senior management level.

  • Strong leadership, policy formulation, and strategic implementation experience.

For Managers (Positions 5–15):

  • Bachelor’s degree in the relevant discipline.

  • Master’s degree or professional certification (e.g. CPA, CHRP, CIPS, CS) preferred.

  • At least 8 years of professional experience, 3 in management roles.

  • Strong communication, analytical, planning, and organizational skills.

  • Experience in public or energy sector institutions is highly desirable.
