ABOUT KENYA CIVIL AVIATION AUTHORITY (KCAA)

The Kenya Civil Aviation Authority (KCAA) is a state corporation under the Ministry of Roads and Transport, established under the Civil Aviation Act. KCAA is mandated to:

  • Provide oversight and regulation of Kenya’s aviation industry

  • Ensure compliance with global aviation safety and security standards

VACANCY 1: Chief Airworthiness Inspector – Avionics

Role Purpose

To ensure that all aircraft operated in Kenya maintain full compliance with airworthiness standards, particularly in the area of avionics systems. The incumbent will oversee certification, maintenance, and safety surveillance of civil aviation technical components.

Duties and Responsibilities

  • Develop and continuously revise airworthiness inspection procedures, technical manuals, and compliance checklists.

  • Approve major repairs, avionics system modifications, and aircraft component replacements in line with manufacturer and regulatory standards.

  • Oversee certification of Approved Maintenance Organizations (AMOs) and Maintenance Training Organizations (MTOs).

  • Lead inspections of avionics systems during aircraft type certification, operational approvals, and post-incident analysis.

  • Manage airworthiness data records and aircraft registry with a focus on accurate and real-time updates.

  • Coordinate responses to safety alerts, aviation incidents, and international bulletins affecting avionics components.

  • Supervise and mentor junior airworthiness inspectors, conducting on-the-job training and competency evaluations.

  • Provide expert input during accident and incident investigations related to avionics failure.

Minimum Qualifications and Experience

  • Bachelor’s degree in Aeronautical, Aerospace Engineering, or a related discipline, OR a Diploma with at least one year of hands-on experience as a certifying staff member.

  • Valid Aircraft Maintenance Engineer License (Category B2 – Avionics).

  • A minimum of 10 years’ experience in aircraft maintenance, including 3 years in a supervisory or lead inspector role.

  • At least three aircraft type ratings, one of which must be for an aircraft above 5,700 kg.

  • Completed ICAO-standard training in core inspection areas such as Certification, Enforcement, Safety Oversight, and Surveillance.

  • Demonstrated knowledge of aviation safety systems, audit methodologies, and the State Safety Programme (SSP).

  • Excellent analytical, documentation, and communication skills.


VACANCY 2: Chief Internal Auditor – Financial

Role Purpose

To provide independent, objective assurance and consulting services designed to add value and improve KCAA’s financial operations. The role ensures financial control systems are functioning effectively, risks are identified and mitigated, and statutory compliance is maintained.

Duties and Responsibilities

  • Develop audit plans, budgets, and strategic frameworks to assess internal controls and financial integrity.

  • Execute audits across financial transactions, budgetary control, payroll systems, procurement, ICT infrastructure, and asset management.

  • Provide management with assurance on the adequacy and effectiveness of risk mitigation strategies.

  • Draft and present audit reports to senior management, highlighting financial irregularities, operational inefficiencies, and compliance breaches.

  • Conduct special audits including fraud investigations, system integrity assessments, and risk-based assessments.

  • Assist with implementation of recommendations from the Office of the Auditor General.

  • Monitor adherence to Public Finance Management (PFM) regulations and internal control standards.

Minimum Qualifications and Experience

  • Bachelor’s degree in Accounting, Finance, Business Administration, Economics, or a closely related field.

  • Master’s degree in Business, Finance, or related disciplines is mandatory.

  • Minimum of 10 years’ internal audit experience, including at least 3 years in a senior-level role.

  • CPA(K) and professional certification in CIA, CISA, CS(K), or equivalent.

  • Membership in a recognized professional body such as ICPAK, IIA, or ISACA.

  • Certificate in Senior Management Course (minimum 4 weeks).

  • Demonstrated expertise in audit software, ERP systems, and reporting platforms.


VACANCY 3: Chief Accountant – Revenue

Role Purpose

To manage and optimize revenue operations, ensure full accountability of funds, maintain accurate billing systems, and support the Authority’s financial sustainability through effective revenue collection, reporting, and analysis.

Duties and Responsibilities

  • Design and enforce control mechanisms in billing, invoicing, debt collection, and revenue reconciliation processes.

  • Supervise end-to-end revenue cycle management, including field collection audits, ledger reconciliations, and debt settlements.

  • Lead the preparation of monthly and annual revenue reports, including trend analyses and risk forecasts.

  • Reconcile revenue collected through government platforms such as e-Citizen with internal financial systems.

  • Serve as secretary to the Credit Risk Management Committee, providing advisory input and strategic debt recovery options.

  • Support cross-functional teams to develop pricing strategies and ensure accurate financial modeling of services.

Minimum Qualifications and Experience

  • Bachelor’s degree in Accounting, Finance, or Business Administration (Accounting Option).

  • Certified Public Accountant (CPA) – Final Level or equivalent.

VACANCY 4: Flight Operations Inspector – Large & Medium Aircraft

Role Purpose

To carry out surveillance, certification, and continuous monitoring of aircraft operators, flight training organizations, and flight personnel to ensure that flight operations within Kenyan airspace meet safety and regulatory standards.

Duties and Responsibilities

  • Assess applications for Air Operator Certificates (AOC), including compliance with operational specifications and documentation.

  • Conduct simulator evaluations, pilot competency checks, and ramp inspections.

  • Review and approve operator manuals, safety programs, flight crew licensing records, and emergency procedures.

  • Perform routine audits on licensed aviation entities and implement corrective action programs for identified deficiencies.

  • Approve flight operations documentation and systems including MELs, training programs, and operational checklists.

Minimum Qualifications and Experience

  • Valid Airline Transport Pilot License (ATPL) OR
    Commercial Pilot License with 1,500+ hours as PIC and ICAO Cat 6 or equivalent training.

  • 4+ years of flight operations experience.

  • Degree in Aviation, Physical Sciences, or related disciplines is an added advantage.

  • Completion of a supervisory or management course (minimum 2 weeks).

  • In-depth understanding of ICAO Annexes 1, 6, and 19.

  • Proficiency in flight planning software and digital operations systems.
