ABOUT THE OPPORTUNITY
The Ministry of Education, State Department for Higher Education and Research, is inviting applications from qualified individuals to fill Chairperson and Member of Council positions for Public Universities and Constituent Colleges across Kenya. The successful candidates will provide governance oversight, strategic leadership, and policy direction to ensure the effective management of these institutions.
KEY ROLES AND RESPONSIBILITIES
Chairperson of Council
- Provide leadership in governance, oversight, and accountability within the university council.
- Ensure compliance with the legal, policy, and regulatory framework governing university education in Kenya.
- Offer strategic direction and guidance in institutional development, resource mobilization, and prudent financial management.
- Facilitate engagement with stakeholders, including students, faculty, government agencies, and development partners.
- Oversee the implementation of performance-based evaluations and policy execution in the university system.
Member of Council
- Participate in decision-making processes and governance within the university council.
- Contribute expertise in financial oversight, human resource management, legal matters, and strategic development.
- Support the implementation of quality assurance policies and effective academic and administrative structures.
- Assist in fostering partnerships that promote institutional growth and sustainability.
- Promote ethical leadership, transparency, and accountability in university governance.
QUALIFICATIONS AND ELIGIBILITY CRITERIA
Chairperson of Council
- Must hold a PhD Degree from a recognized university.
- Proven track record in leadership and management within academia, government, or the private sector.
- Must meet Chapter Six of the Constitution of Kenya integrity requirements.
Member of Council
- Must hold a Master’s Degree (Executive Masters are not accepted) from a recognized university.
- Experience in governance, leadership, and management is required.
- Must meet Chapter Six of the Constitution of Kenya integrity requirements.
Note: Applicants should NOT be public servants or active members of any university faculty (both public and private institutions). Diversity in skills, regional representation, and gender balance will be considered during placement.
MANDATORY DOCUMENTS FOR SHORTLISTED CANDIDATES
Shortlisted candidates will be required to provide the following documents during the interview:
- Curriculum Vitae (CV) detailing qualifications and experience.
- National Identity Card or Valid Passport as proof of citizenship.
- Certified Academic Certificates and Testimonials from recognized institutions.
- CUE Recognition/Equation Certificate for degrees, diplomas, and certificates obtained from foreign universities and institutions.
CLEARANCE REQUIREMENTS FOR SUCCESSFUL CANDIDATES
Successful candidates must provide the following clearance documents before appointment:
- Certificate of Good Conduct from the Directorate of Criminal Investigations (DCI).
- Ethics and Anti-Corruption Commission (EACC) Clearance.
- Higher Education Loans Board (HELB) Clearance.
- Kenya Revenue Authority (KRA) Compliance Certificate.
- Credit Reference Bureau (CRB) Clearance Certificate.
