INTRODUCTION
The National Land Commission (NLC) is a pivotal government agency established to spearhead efficient and transparent land administration and management in Kenya. Guided by constitutional principles, the commission is responsible for overseeing public land management, implementing national land policies, regulating land valuation and taxation, and addressing historical land injustices.
To drive its mission forward, the Commission is seeking highly motivated, competent, and goal-driven professionals to fill key leadership positions in the valuation, land administration, and human resource sectors. These roles will contribute significantly to shaping Kenya’s land governance framework by ensuring transparency, equity, and accountability in land matters.
ABOUT NATIONAL LAND COMMISSION
The National Land Commission (NLC) is an independent constitutional commission mandated with ensuring effective management of land resources in Kenya. NLC plays a crucial role in land policy formulation, dispute resolution, valuation, taxation, and public land management.
The Commission collaborates with various stakeholders, including government agencies, county governments, private entities, and the general public, to ensure fair and transparent land administration processes. By enforcing sustainable land governance, NLC aims to promote economic growth, social harmony, and environmental conservation.
VACANCY 1: DIRECTOR, VALUATION & TAXATION
Key Responsibilities:
- Lead and oversee the Valuation & Taxation Directorate to enhance transparency in land valuation and taxation processes.
- Develop, implement, and enforce land valuation and taxation policies that align with national regulations.
- Conduct land appraisals for government acquisitions, compensation processes, public interest projects, and investment purposes.
- Provide expert guidance on property taxation strategies to boost national revenue collection.
- Ensure all valuation assessments comply with legal frameworks and international best practices.
- Collaborate with county governments, valuation experts, and policymakers to streamline land valuation processes.
- Conduct research on innovative land valuation techniques and taxation models for improved governance.
- Represent the Commission in national and international land valuation policy discussions.
Qualifications and Skills:
- A Bachelor’s degree in Land Economics, Valuation, Real Estate, or a related field.
- Professional certification in valuation and land taxation (e.g., ISK, RICS, or equivalent).
- In-depth knowledge of Kenyan land laws, taxation policies, and regulatory frameworks.
- Strong leadership, strategic thinking, and problem-solving skills.
- Excellent communication and stakeholder engagement abilities.
VACANCY 2: DEPUTY DIRECTOR, LAND ADMINISTRATION & MANAGEMENT
Key Responsibilities:
- Spearhead land administration policies and regulatory frameworks for effective land governance.
- Oversee the implementation of national and county-level land management strategies.
- Coordinate the assessment and regularization of public land ownership and allocation processes.
- Manage land dispute resolution mechanisms in collaboration with relevant authorities.
- Ensure efficient processing of leaseholds, grants, and titles in line with legal provisions.
- Provide advisory services on sustainable land use planning and administration.
- Work closely with urban planners, surveyors, legal experts, and government officials to streamline land governance structures.
Qualifications and Skills:
- A Bachelor’s degree in Land Administration, Urban Planning, or a related field.
- Comprehensive knowledge of land registration, land-use planning, and property laws.
- Strong decision-making, coordination, and negotiation skills.
- Ability to work collaboratively with county governments, legal bodies, and stakeholders.
VACANCY 3: DEPUTY DIRECTOR, HUMAN RESOURCE & ADMINISTRATION
Key Responsibilities:
- Lead and drive organizational human resource strategies to enhance workforce productivity and operational efficiency.
- Oversee the development and implementation of HR policies, including recruitment, training, and performance management.
- Foster an inclusive and employee-centered work environment to promote retention and engagement.
- Supervise compliance with Kenyan labor laws, employee welfare policies, and administrative regulations.
- Manage payroll administration, benefits processing, and employee relations.
- Strengthen HR structures by utilizing modern HR technology systems for efficiency.
- Develop and execute talent development programs to ensure continuous employee growth and career progression.
Qualifications and Skills:
- A Bachelor’s degree in Human Resource Management, Business Administration, or related field.
- Certified membership with Institute of Human Resource Management (IHRM).
- Strong leadership, communication, and problem-solving skills.
- Expertise in strategic workforce planning, conflict resolution, and policy implementation.
